2009 American Standard Strat in Silverburst?

I just saw a listing on ebay for a 2009 American Standard HSS Stratocaster in silverburst finish. I haven't seen this finish before, and it doesn't show up in Fender's 2009 catalogue for this model guitar. Can anyone explain where this would come from? The vendor is advertising it as new, from Fender's factory, but could it be somebody's custom-built job?

It could be an FSR(factory special run)

Would a dealer likely charge more for a special run or limited colour like this? The guitar in question is going for $999.
